New MOS 2.0 Portal – Changes in Submitting Applications for a Residence Permit in Poland
The work on launching the new IT system MOS 2.0 (Case Handling Module) is nearing completion. This portal will be used to submit applications for residence permits in Poland electronically.
At least 14 days before the system goes live, a statement from the Minister of the Interior and Administration will be published, specifying the exact date the new MOS portal will start operating.
IMPORTANT INFORMATION FOR PERSONS WHOSE LEGAL STAY ENDS BETWEEN MID-MARCH AND THE END OF APRIL
Persons whose legal stay in Poland ends during this period are advised to submit their residence permit applications in paper form without delay.
VERY IMPORTANT!
The paper application must reach the relevant voivodeship office before the new MOS 2.0 portal is launched.
If the application arrives after the system is launched, it will not be processed (it will be left unconsidered). In such a case, the date of postal submission does not matter – only the date the application is received by the office counts.
How to Submit a Residence Permit Application in Poland
After the MOS system is launched, applications for:
• temporary residence permit
• permanent residence permit
• EU long-term resident permit
will only be possible electronically via the MOS portal through a web browser.
The new system will allow submission of applications without booking an appointment at the office or waiting in queues. You will be able to fill in your application at a convenient time, save a draft version, and return to edit it later.
Costs of Submitting an Application
Using the MOS system will be free of charge.
The foreigner only pays the standard administrative fees:
• Stamp duty for granting a residence permit:
o Temporary residence permit: 440 PLN
o Permanent residence permit: 640 PLN
o EU long-term resident permit: 640 PLN
• Fee for issuing a residence card: 100 PLN
Procedure for Submitting an Application in the MOS System
To submit a residence permit application in Poland, a foreigner will need to:
1. Create a user account in the new MOS system
(Accounts from the current version of the MOS portal will not be transferred).
2. Log in to the system via login.gov.pl
3. Complete the appropriate application form
4. Attach required documents, in particular:
o a current photograph in digital format
o a digital copy (scan or photo) of all pages of a valid travel document
o proof of payment of the stamp duty and the fee for issuing the residence card
5. Attach the appropriate electronically signed annex from the relevant entity, e.g.:
o employer – for applications for temporary residence and work, business activity, or Blue Card
o educational institution – for residence for study purposes
o internship or volunteer organizer
While filling in the application, you will need to provide the email address of the employer, university, or internship/volunteer organizer. A link will be sent to this address allowing them to complete and electronically sign the required annex.
6. Electronically sign the application using one of the following:
o Trusted Profile (Profil Zaufany)
o Qualified electronic signature
o Personal signature
Once the application is correctly signed and submitted, the system will generate an Official Acknowledgment of Receipt (UPO), which will be available for download in PDF and XML formats.
Note:
After the MOS portal is launched, paper applications will not be processed (they will be left unconsidered).
What Happens After Submitting the Application
After the application is verified by the voivodeship office employee, the foreigner will be able to download from the system a certificate of submission of the residence permit application, which will replace the previous passport stamp.
Authorities responsible for checking the legality of stay will have access to information about the submitted application.
Later, the voivode will call the foreigner to appear in person at the office to:
• submit fingerprints
• provide a signature sample
• present the original travel document
If necessary, the office may also request additional documents or information included in the application.
The decision on the residence permit will be delivered to the address provided by the foreigner or their proxy.
Additional Information:
• In the new MOS 2.0 portal, a new user account must be created
• Accounts from the previous system version will not be transferred
• The previous version of the MOS portal will be disabled, and user data will be deleted
It is also recommended not to postpone submitting the application until the last day of legal stay, as gathering all required documents, especially those requiring signatures from other entities (e.g., employer or university), may take additional time.
Applications That Cannot Be Submitted Through the MOS 2.0 Portal
After the MOS system is launched, not all applications will be submitted electronically. Some will still be submitted in paper form under existing rules.
This applies to temporary residence permit applications:
• for work under intra-corporate transfer (ICT)
• for long-term mobility of managerial staff, specialists, or trainees under intra-corporate transfer
• for family reunification if the foreigner is outside Poland
• for family members of a citizen of Poland, an EU member state, or a citizen of the United Kingdom and Northern Ireland, as specified in Article 10(1)(b) and (d) of the Withdrawal Agreement – if the foreigner is outside Poland
• for a foreigner living a family life, as defined in the Convention for the Protection of Human Rights and Fundamental Freedoms, with a citizen of Poland, the EU, or the UK – if the foreigner is outside Poland
These applications will still be submitted only in paper form, even after the MOS portal is launched.
